Tom was lead attorney for the U.S. Government in a two-week trial over rock slope engineering issues arising from a Department of Interior road project adjacent to Mt. Adams, Washington. He represented all the different military and civilian departments in court on cases involving construction, commercial, or fraud issues, and he drafted the Justice Department reference manual on bribery remedies.
